EVR Program Requirements

Applying for RMV approval

To become an EVR agency you must complete the Massachusetts RMV EVR application process. Boston Software is here to assist you with the application process and get your questions answered.

The first step is to prove your agency processes enough RTAs to meet the RMV’s minimum requirements.  Agencies must process between 10-30 RTAs per month to be be eligible for EVR Lite, or 30 or more RTAs per month to be eligible for EVR full. 

To demonstrate either of these thresholds can be met, you will need to track the number of RTA transactions you have completed over the last 2-3 months.  You can do this by entering the insured namesaddresses, and VINs in a spreadsheet or word document.  We can help you submit this document to the RMV for their review.

The RMV will take approximately seven days to review this information and confirm that you can meet the minimum volume. The RMV will send you (and Boston Software) an email informing you of your approval status. 

If approved, you will receive a separate email with a secure link to the EVR Welcome Packet, which details all the forms and requirements to become an EVR Lite agent. These include:

EVR LITE:

10-30

New RTAs or transfers/mo.

EVR FULL:

30+

New RTAs or transfers/mo.

Requirements for participating in the RMV’s EVR program

  • EVR Lite: 10-30 New RTAs or transfers per month, or
  • EVR Full: 30+ new RTAs or transfers per month 
  • Certificate of Good Standing from Dept. of Revenue
  • $10,000 Permit Bond from insurance company
  • Corporate Broker License or Dealer License
  • EVR Request Form
  • Security Letter and Floor Plan
  • Criminal background checks and driver’s license checks for each EVR Lite participant
  • Certificate of Liability Insurance
  • EVR Permit Term Contact
